In the original article listed above, the graphics of Figures 2 and 4 were transposed.

A correction was published for this article in the March 15, 2000 issue of the journal (164:3445 ) stating, "This has been corrected in the on-line version of the paper, which is available from the Journal’s web site." This statement is incorrect. The transposed graphics of Figures 2 and 4 have not been corrected in the on-line version of the paper.

Therefore, currently both the print and on-line versions of the graphics of Figures 2 and 4 are transposed. The intent of this correction is to call attention to the error in the earlier correction.
